I mean for soldiers , sailors and airmen, all answers should all be nein , that is if I got my german. That would be too easy. But are we gonna need it, or is it gonna be just test and tune.

Well, if you mean based on your PT/health state you need in order to be on active duty, you shouldn't have a problem - but you still need that waiver if you want to take part in a race event that requires a licence ...

Depends on the event - Events that are Test & Tune usually do not require licenses, so no waiver. Things like Hockenheim NitrOlympics are w/ licence only, so you'd need the waiver (except that NitrOlympics didn't have the possibility of day licence two years ago - not sure about the last one)

I plan all the events (Bitburg and similar) as a
Test and Tune or drivers training. No license required.

Bitburg is only allowing Test and Tune anyhow.
At eventual other places: It would just be more expensive for
everybody if we call it race... and still do the same thing.

If you plan to go somewheres else, you may want to have one.
