This stuff is in the same catagory as Marvel mystery oil. Pure snake oil. If you want to make your own Sea Foam heres the recipe.
Ingredients by percentage Pale oil Probably use transmission fluid (5 parts) Naptha (3 parts) Ispropyl alcohol also called IPA (2 parts)

Those are the three ingredients that is listed on the MSDS for the product. Nothing special. Pale oil is a lightweight petroleum based oil. Naptha is more commonly known as lighter fluid. That is the primary cleaning agent. ISA is the water remover for the fuel tank.
Personally I would just put a couple cans of Heet in the fuel , And buy either Naptha, Techron 3 or GM Carbon remover and choke the engine out with that.

Alright, i just picked up this stuff, i dont know if it's right or not, but this is what i says on the bottle "Brenn-Spiritus" "Brennstoff fur camping und Freizeit" "Universelles reinigungsmittel" and on the back, i think it's the ingredients, says "Ethylalkohol (min. 94 vol. %), vergal-lungsmittel"

That is eythy alcohol at about 190 proof. It is not IPA but it will absorb water and and do some cleaning on stuff that will be disolved by EA. Very flammable stuff.

If you just want to get rid of the water in your tank from the crappy AAFES gas, just pour about half a bottle of gas in your tank before you fill up and it will take care of it. I do it every fall. Something I learned from a marine mechanic that has worked very well over the years.
