You check the relay under the ds kick panel there is a relay there as well.
And yes VATS will shut fuel off.

I have a dumb question, is there fuel in the car? Have you checked it lately. If the fuel guage is not working and you have no fuel to the motor then I would start there first. Then I would check the wiring by the fuel tank.

ok bro....just some stupid checks,

did you check the fuse for the fuel pump?

did you check to make sure there is fuel as asked above?

is there fuel in the system? ( can you check it like we can on stangs by the schrader valve on the fuel rail? (like a valve stem on a tire)

now some others... wher is the car? maybe I can come take a peek to see what I can find.

can u post a vid of how it sounds when you try to start it?

First thing I did was listen to see if I could here the fuel pump prime when I turned the key on nothing so then I checked the fuel rail for fuel not even a drop so the I checked the fuse it was good the I switch the relay with the one for the horn, horn works so not the relay I havent checked the connector under the car yet. The car is in my garage down here at sembach.

What I would do if you are good at wiring and plans is get the plan on the net and see which of the wires feeds the fuel out and with a battery charger you should be able to see if its the pump or the wiring.

Hope I could help you a bit.

It could possibly be a ground problem to. Maybe you dont have any ground going to the pump.
