You could disconnect the horn and put another fuse in and see if it blows. If it doesn't blow then you have a short to ground in the horn. Also you can check to see if there is a short in the steering column. Looks like you are going to be chasing this thing around. Try to get a wiring schematic and chase the wires and see if they are grounded some where. Hope that this helps.
