I'd hook up with Silas and together buy a Simulator (realtime datalogging and altering during engine runmode !) a burner, and a handfull of Eproms for about $350 in total.
This will give you guys the opportunity to burn chips, datalog and run that engine while finetuning it.

What type of car is this for? I know that Ed Wright from Fast Chip does good work. Just a little pricey though.http://www.fastchip.com

Your best bet http://www.PCMForless.com. Alvin is the one that burns chips for us. Cheaper than Ed....way cheaper.
