however, The format is very Rough looking,
How was this board created and how can I do one like it?

the phpBB installation is pretty straight forward - more or less just upload the files, call an install-url, fill in a couple forms, and you're done ...

DAMNIT I spent over an hour uploading each file on at a time and creating all the folders an everything,
then I punch in the locale of the file......and it tries to make me download it! WTF!?
what am I doing wrong?

Looks like the server doesn't have PHP ... try renaming the file to .php3 and see what it does ...
