(not sure if this is the right section but...) How do I remove the plate in the front that has the bird on it so I can put on my front license plate after its inspected? Does it take any special tools or take a lot of time?

There are two screws on the bottom of the cover, you just need a scew driver.

Also, you will have to have your front plate mounted to GET it inspected.
