From what you are telling me I should offer 8-10K and see if the credit union will bite. I would just have to see this car because I don't want a ragged out, nasty looking car with a shat interior.

Nothing to be scared of the , the cars paint is good the interior is fair because of the worn seats in the front. I have not seen under the hood but if there are leaks then it is fair for the engine. I cannot tell if it has been in a wreck because the car has not been washed in ages.
The credit union always ask for high book, because their in it to make money. Plus some unsuspecting cherry will go up there and pay sticker price for it.
If it was me I would shoot a low book price minus 500$.
Just remember credit unions and banks don't care about people , they care about money.
