For me (remember I am from the Southern US) I felt that it was as:
Cold as a witch's titty, in a brass bra, in a siberian snow storm!!!!
Damn it was cold this morning!!!! My current vehicle (my bike til my Expo gets here) was even colder as I rode to work.

Here in Belgium it is a comparably balmy 16 feeling like 7F. I think that the coldest I have ever been was twice in my life in the Southern US I saw 4degrees. I stayed INSIDE the entire time and fully intended to keep it that way. I walked to work today rather than riding my bike in this freaking cold!!!
