The destination size should always be smaller, or at most only slightly bigger (up to 10% or so), unless you know what you are doing ...
If you are using any decent paint program, it should scale down a picture without getting too much of noticable artefacts in it. When saving, if you don't have much experience yet and use jpg or png, do a couple of test runs with different quality settings (i.e., save and then load the resulting picture). Both jpg and png use lossy compression, which - depending on the grade of compression - will result in different quality pictures ... but the quality also depends on the kind of picture, so when in doubt, experiment ...
And, for the web: try to keep pictures at or below 100k, unless high quality or resolution is necessary ... think about people without cable or dsl ...
